Anthony Williams, aged 32 of Langford Road in Peterborough, has been accused of ten counts of attempted murder in connection with the incident.
He will appear in court today, police confirmed.
Williams has also been charged with another count of attempted murder and possession of a bladed article in connection with an incident at Pontoon Dock DLR station on 1 November.
